This game is very difficult to bet as new Cleveland Browns quarterback Deshaun Watson is up in the air as he could be suspended due to his off the field issues.
The Panthers have done well in the NFL Draft and should have running back Christian McCaffrey healthy and that will be able to help them. Carolina will either have Sam Darnold or rookie Matt Corral under center and should be able to score enough points to keep up with a potential backup quarterback in Cleveland. The Browns are not having a deep receiving core and that will be a huge advantage.

The Commanders have one of the best defensive fronts that you can have and having an offense with wide receiver Terry McLaurin and running back Antonio Gibson can carry on the offense.
I do not see quarterback Trevor Lawrence taking that next step as a NFL quarterback and that means they will not be able to score many points. Go with the Washington Commanders to cover the spread at home and win at home in this game.
